I wonder why he taped over the neutral indicator instead of fixing it.  I can't fault him, I guess, since I just taped over the low washer fluid light in my van while on a trip, rather than stop and fill it.

   Very true.  In this case, I mentioned the flashing light and my daughter grabbed a roll of black tape that happened to be next to her.  We both got a good laugh as she tore a rectangle of tape and I put it in place.

That reminds me, I still need to fill the washer tank.

Do not understand the 91 title as they were not imported to US. Only 89 and 90 came in to US. Points on 89, and electronic on 90.
Mille's had only 35 mm fork and small valve engine. Euro model had midvalve 71 HP engine. I do not know if they upgraded the Euro model 91-92 to 40 mm forks. But the 93-94 Strada had 40 mm forks and the mid valve engine. I was a Mille with a little different body work and I believe the same electronic ignition as the 1000s (diplex or something like that).

As I understand it, wire wheels were optional, but I don't know if all regions of the world had the option.

No, unfortunately the spoke wheels require tubes.

On the upside though, they are aluminum Akront rims

Is the wrinkle black finish on the handle bar clamp stock for this model?  Looks like the engine case is blacked out as well.  Again, is that the stock finish? 
I once bought a bike on which the PO had taped over the hi-beam indicator.  I rode it for a year before I got around to pulling the tape to fix it.  Turned out it the light worked just fine - I guess the PO just didn't like the bright blue indicator in the dark.  Maybe someone will get an easy fix like that with the neutral indicator on this bike....

I'm not sure how upside that is... I had to replace the front Akront on my Mille because it was cracked at every spoke hole.  I'm now watching for cracks in the rear Akront.  I've heard that this is not an unusual thing for Akront rims, although it's not an everyday problem either.

I've heard about Akront rims cracking as well, but I believe it's a hit or miss condition. My '89 Mille had mileage in the 40Ks when I sold it, and although the Akronts needing a good scrubbing to combat oxidation, there was nary a crack anywhere. That should be one thing to put on the "Close Inspection" list.
