I've not taken one apart but it's like a bearing in a shallow pocket. As long as it's horizontal after it rattles it should work. So, if it doesn't work and you rattle it then set it horizontal, it should work again. If you hear no rattle it's stuck on or off.
On the G it's in w/relays, twice the size and square rubber mounted.

Thanks Steve, I now know what to look for, I can see how it might stick in the tipover position.
It disables the starter, when I hot-wired the starter it must have shaken free.

Thank you to Kiwi Roy & Guzzi Steve for your indisputable Guzzi knowledge/feedback! It's cold and windy 31 degrees here this morning and as soon as it warms-up a bit, I'll check out the relay & set it horizontal after the rattle. Hopefully, that's the problem. Is the starter button assembly#3 relay as it may need be replaced. I'm pretty sure that the starter button assembly will need to be replaced & wondering if there any aftermarket assemblies that are interchangeable?
Will give you Guzzi wizards feedback subsequent to applying your advice.

I was looking at the Kill switch to see if I could follow your description and I notice something might be useful.
The Number plate light is wired from the switch, check it is on when  the key is on ready to start.
The light should be fully on indicating that you have 12 Volts on the yellow wire
The light should remain on when you press the start button, if it goes out that proves you are getting too much Voltage drop through the switch. 
Most Breva owners will recognize where this is leading.

I posted a similar issue last year on my 2009 V7. Just another possibility.

It turned out to be a faulty (cold) solder on the ignition switch. It was literally hanging on by a thread, and would permit contact for conductivity every once in a while.

I just ended up re-soldering the connection. Been great since.
