Nah, wrong shape and material of anything I've ever seen for that application.

A little context; Center hole is a tight clearance for a 12mm bolt.

In an abstract sense, the white piece might be thought of as a key actually. It is a tool.

It looks like the thing that goes into the center of a roll of tape for use in a tape dispenser.
