 Unfortunately he is likely somewhere in the Kern River . Missing over a week , the chances of him being alive are nil . There are several drownings a year in mountain rivers where people slip and fall into a fast moving current , and the water in the Kern was probably barely above freezing .

Dusty would be a miracle and defy all geography if he made it to the Kern River, sadly the Mokelumne River will be his final resting place

 Probably unintentional , so far no one really knows anything , this will likely remain a mystery , even if the find him .

Record snowfall and rain this year in California, rivers now running, fast deep and very cold.  Slip trying to just refresh yourself from the heat of the day on a bike, and tragedy strikes.  He made it over Sonora pass at night, one hell of a ride during the day, only to be swept away in a fast-moving stream.

I believe he stopped at the pullout.  Decided to take a break and go walk the river bank, where he slipped and fell into the river.  The fact that his personal belongings were found by the riverbank point to this.

During spring melt runoff, the rivers are high and cold.  The banks can be undercut, so walking next to the river can be risky deal.  If you fall in, you have a good chance of not making it out.

They don't know that he was swimming, though they found some personal items on the bank.  My guess is he slipped and fell in, or the bank gave way.
