Reassembling the wheels onto the Eldorado. I need to verify the correct placement of any and all spacer washers on the axles. Front and rear. Any place I can look to see a detailed photo or blueprint of this? Thanks!

Drum brake or disc front? Twin-leading-shoe front or four?
On 2LS drum brake bikes, there's a thin washer that goes on the axle, at the shoulder where it presses against the brake backing plate. Another goes on the threaded end under the nut. Both #22 in this diagram:

Rear: same thing, both washers are #16:

Sometimes the one on the threaded end in the rear is thicker and chromed with a beveled edge.
4LS front brake:
None between the axle shoulder and the backing plate, just one the threaded end of the axle under the nut. (#19)

Another question for you. Regarding the inner spacer on the rear drive, is that supposed to be a press fit into the housing? Mine is loose enough to just drop out. Should I peen it to hold in place?

Yes, should be a press fit, I usually need to drive them out. Probably doesn't hurt anything being loose, once the axle is in and nut torqued, it isn't going anywhere. Peening or Loctite might do the trick.
