If he has the VIN, Greg Bender’s “Loop List” might have it recorded.  Owner, location, etc.

If he can get the VIN# (vehicle identification number) the DMV can run a complete history of said vehicle.

Most state's DMV will no longer do that - privacy concerns and such. I've tried a few times without success.
