Why not start by holding the bolt head and screwing the nut off? The baffle should slip out after removing the retaining bolt.

Tried,  bolt is pinched in there, the nut seems to hold onto nut-thing.  I thought there might be a trick.

You can try to bend DB in to get a wrench on the outside nut. I didn't have much luck doing that. Used a sawzall & cut it off.

Sawing the bolt out is the easy part. The tube is likely rusted in place by now and it doesn't look like there is much to grab to pull it out. Might try putting the end in a can of kerosene or similar for a few days.
