He's speaking of the local Indian authorities in the video. They had specific info/evidence presented to them and refused to investigate these scammer mills, due to corruption

Glad to see someone having sport with these idiots. Those calls are annoying. I get a couple on each of my phones every day. I'll answer the call, just to get somebody on the line wasting their time on my call. Hello? Helloo? Is this David? Hello? For some unknown reason they're always looking for David...

I think that the details of who they target and when gives us hints on who to avoid.  Any Hindi accented speaking person gets an immediate hang up by me.  One of the things that I've noticed is more phone calls from my area code but definitely scams if they don't leave a voice mail.
