State of MN does not except a Vermont registration card.  Check with your DMV

Businesses like that have been around for a long time.  Their customers are people who don't want to take the time to find out how to do it themselves for less money.  Some companies who offer this service have been known to take the money and not do anything, or fail at the task and not give a refund.

Many (most? all?) states have a way to title an untitled vehicle without making you go the Vermont route.  I titled an untitled motorcycle in NC by going through the procedure to get a bonded title.  The title bond comes from a bond company, and cost me $100.  I had the bike registered and on the road in a couple days.

They've been in business for around 15 years now, several of my friends have used them to successfully register untitled bikes. The cost is not a lot more than doing it yourself, especially if you have more than one to do. They offer a "$50 off...for returning customers or each additional application."

In 85 I sold my 1st Ambo to a business in TN, they sent me a registration card for $100.
