Simple. Clarkson was told, long before the molestation scandal was revealed, that one more incident and he would be fired.  Therefore, his firing was not an overreaction to the incident with the producer, but rather, the exact action that the BBC had told him they would have to take if he screwed up one more time. Even Clarkson admits this is so.  Again, THAT warning came last season -- long before the molestation scandal.  When Clarkson punched the producer, he already had one foot out the door and the other on a banana peel.  So unless BBC management can see into the future, Clarkson's termination had nothing to do with the molestation scandal.

Maybe you do not understand the concept of a "last chance" warning?  In my experience, it is a common management tool.  Yes, this was not the first warning that Clarkson was given -- it was his last.  Hence James May's comment that while he regretted the termination, he said he didn't see how the BBC had any choice.  If you tell an employee "one more screw up, and you're fired," and the employee screws up again and you DON'T fire them, then you have a rogue employee on your hands as well as a morale problem with your other employees.

In The Modern Navy, it appears to be highly encouraged, judging by the percent of female "sailors" getting pregnant on board ship.    Now that they're on attack submarines, maybe the rate will go down?   I wouldn't think there'd be room in one of those racks to do anything ....
