Looks like careless driving, or Reckless depending on the speed limit. Speeding for sure.

Jerk. Even when I was a kid and doing stupid stuff, I wasn't that stupid.

Yes you can get a ticket for that, here anyway. It's called dangerous driving and conviction costs you your licence for quite a while.

To be fair though it's obviously a stunt and we don't know that he was actually reading the book. He most likely wasn't.

Got to confess, way back when I was in my 20s I did a similar thing. I was on a nice stable BSA and leaned back hands free on my roll of gear and crossed my legs over the handlebars. Did it to freak out a bunch of Norton riders I was riding with. You would never get away with that on the twitchy/sporty Norton.  Didn't do it for long though, and wasn't pretending to read a book. I didn't think of that.  It worked. They were bug eyed and amazed.

Stupid? Probably. Didn't do it for long though and there was no other traffic or concerns. Would I do it today? No way in Hell I would.

Other than the texting or whatever he was doing with his hands that had some of his attention, I would consider his riding without his hands on the bars to be quite common.

I have rode lots of miles on road trips without ever having to touch the bars. Most of it riding double and sometimes even pulling a trailer.

If the road is clear and the bike is well sorted lots of touring riders do it.

Bicycle riders do it too

I performed equally stupid pet tricks in my early twenties. (usually after drinking which makes it much worse) Thinking back I don't know how I'm still here. I wouldn't ride with with this character. I wouldn't ride with myself at that age either. In fact, if I had a time machine I'd go back and bitch slap myself. You live and learn... or maybe not.

One early Saturday morning as I was driving on the I-10 to work, in Phoenix, I saw something I couldn't believe.

There was a young guy in the bullet lane sitting on the handlebars of his mc while zipping down the freeway. Huh, ??? ??? ??? ???! Atleast he was facung fowards! ;-T

I thought to myself, well, he'll die young.

I think the lane changing going on around the camera car were far scarier that what the rider was doing.....
Cool trick of only having your helmet on mostly on so you can see what you're texting under the chinbar.

At least he was going the right way on the motorway, I understand from other footage and Top Gear episodes that in India people going the right way on the motorway isn't guaranteed.

Ah well.
