Tip ups just refers to the wooden rig you fit over each hole you drill. The line is attached to a swiveling piece of wood. When a fish is on, it "tips up" and flashes a flag- no different than a bobber. So you can drill a number of holes and set out a bunch of rigs and just keep an eye on them from the shack. He's probably baiting them with yummy minnows that draw in the pike and pickerel. With the hole in the shed, he would be jigging for panfish- which he said doesn't interest him.
