The third Sunday happens every month and February's is the 17th, which means it's time once again for breakfast at Masser Toll House, 1505 W Patrick St, Frederick.  Masser is still cash only and time is still 9:00 AM.  It's also still winter, even if this week's snow has melted chances are there will still be a lot of salt residue on the roads so 4 wheels will be allowed.
