Ok, I was pretty sure but thought I would ask as I am not getting any blinking.
I am using the plug off the ECU with the jumping plug. I have tried jumping the plug before and
after key to the on position.
Quick note: this is a non running bike I just picked up. I have a Guzzidiag cable coming next week.
I thought I would get a head start and try to pull off some codes.

That ECU does not store code. It will only show active faults. Not much value to it. In later years they hid it under the seat.
GuzziDiag is much more useful, but again, that ECU does not store faults.
Scientist have discovered that people will believe anything, if you first say "Scientists have discovered...."

I strongly suggest you print this out, it's a great reference for your Fuel Injection system.
The list of codes appears on page 24, it probably has no errors, that's why the light isn't flashing.
