Mystery muffler stains

I starting cleaning up these mufflers with a little bit of steel wool and it did wonders to the rust and dirt, but it doesn't do anything to these weird white stains. I don't know what they are, and I'm not sure how to get rid of it.

If the stains won't come out I'd either get ceramic coating depending on the cost or high-temp black paint. I'm not a fan of a black exhaust but it's better than these stains. Getting them re-chromed would probably cost more than buying a new set.

I have had some limited success using Mother's aluminum polish on battery acid damage on chrome. The damage can still be seen but is much less noticeable. YMMV.

That'll cost about as much or more than just buying a new set.
