T3 California Seat Rail puzzle

When I acquired my 1981 T3 California, it was missing the seat handrail (maniglia in Italian). I found one on ebay.it and tried to fit it today. The rail mounts lined up perfectly with the mounting studs on the underside of the seat, but the rail blocks opening of the side boxes. I know the side boxes are not original (but they fit perfectly in the mounting frame(, I think the seat is original, and the rail was listed as being for a T3 California but there was a handwritten tag in the box it arrived in saying Cali 2.... Attached is a photo that hopefully shows the conflict. Does anyone know what the explanation is or how I find a rail that doesn't interfere with the side boxes yet permits the pillion to have a handhold? Thanks.

Those  saddlebags seem to be very close in to the bike. Are they oem, or aftermarket?

Aftermarket. But I think they are mounted on/in the original frames. I had been warned in advance by a T3 Cali owner in the UK that this might happen so I don't think it is unique to me/my bike but it seems puzzling to me since they came with both side boxes and a seat rail originally.

Now you can understand why so many were removed. They also restrict seat opening height etc..

Pic is not very descriptive, but if those are metal side cases  , they could be PA( Pubblica Amministrazione)  aka cops, carabinieri, polizia municipale Polizia stradale ..etc  . Original seat for these bikes ( 850T5 or V50/65 ) were specific and did not use a rail in the same fashion as yours which might explain why they don't clear .

On my Ambassadors with Wixom bags, the bag mounts had spacers to move the bags away from the frame for lid clearance. Simple things about an inch long . Possibly you could whip something up.
