I can't seem to find this part number. Maybe someone can help. It's the rubber dust cover that is used on the emergency flasher switch. You can see that in the first photo:

The other question is... What goes here - Should I just add washers (the Allen bolt at the top of the fork tube)? Or do I just have too long of a screw? I removed the windshield brackets so that was filling that gap, and now that's where the screw stops. I also noticed some oil under where the screw goes.. is that normal and is that where you put oil in the forks? Please advise.

You can get various types of boots for the switch from McMaster-Carr: http://www.mcmaster.com/#toggle-switch-boots/=w8fz9z . I sometimes find them at Lowe's as well.
For the damper fixing bolt, you just need a shorter bolt. The oil could be that someone has already drilled the top of dampers to drain and refill them or it could just be some spilled from when the fork oil (atf) was last changed. I'd put some sealer on the shorter bolt and call it good.
