BMW R75/5 no spark NGC

I have a 71 R75 that is not getting spark. I tested and have 12v at coil 1 and tested continuity on the short negative coil 1 to pos coil 2 wire.

I removed the wire from pos terminal on coil 1 and ran a jumper wire to the battery.
I removed the wire from neg terminal on coil two (to points) and ran a jumper wire to ground.

When i "unground" the second jumper i should get spark at the plugs but i am only getting a spark where i am grounding the wire.

Am i like ly dealing with bad coills?

 Sounds like a bad condenser .

But if I have removed the wire from the coil to points/condensor and only hooked a jumper to ground on the coil terminal wouldn't this circumvent the condensor?

 Sounds like you have disabled the entire ignition system Ben . Not being snarky , but those old Bosch coils rarely fail , seriously , go to a parts house a buy a VW condenser for a Beetle , wire it up  and see what happens .

Ben, 12v to one side of an otherwise disconnected coil and ground to the other side then removed should give spark at plug. The coil needs to be isolated from all other connections for this to have meaning as a diagnostic tool.
