No gas tank vent ? - 2017 Cali 1400 Tour

2017 California 1400

There's a 'WHOOooooooosh'  each time the filler cap is removed.

Anyone else have this issue ?

Plugged up EVAP system, or lines if it's removed. That's where it vents.
