2007 Norge lost front fork rebound dampening

My 2007 Norge I've owned for several years,I just discovered the front forks have lost all return dampening .I push on the front end and it bounces back like a pogo stick.I thought oh no problem I'll just fiddle with those cool looking adjusters on the tops of the forks ,till something good happens.I screwed 5 turns ,nothing 10 turns  same 20 turns zip no change.well time to look at the owners manual,now that's a joke, a half a page of nothing.So I must admit I have owned this bike 5 years and have never changed fork oil,Do you think that could be it?all I want is good rebound dampening.

So I must admit I have owned this bike 5 years and have never changed fork oil.

It wouldn't hurt to check the oil level in each leg, in case the oil has mysteriously vanished.  The best way to do this is to drain and refill with fresh oil.

All the screws do is adjust preload.  More information in the workshop manual.

Don't know where the oil could have gone ,fork seals have never leaked.If I jack up the front wheel and remove cap cover covers, should I see oil in there with a light,how high up in the tube should the fork oil be? If I had the correct measured distance from the top of the tube to where the oil should be inside that would be great.I'd just pour fork oil in till I hit that mark on both tubes.

Read what Kiwi Dave said.  RTFM.  400+/- 2.5cm3 How long has it been since you changed the folk oil?  Shop manual for the 2v motors says every 12,500 miles after the first 6250 mile service.

If it's been sudden I'd dig further. Anyway after five years it's probably time to overhaul them properly anyway.

Like I said,I've never changed the fork oil on this bike.Should I just remove each leg ,dump and flush the oil then refill,or should I do more I've never had these apart, Has anyone done this on a Norge? any tips ,I also need to know the recommended fork oil weight,and how much to fill each leg.

The forks are marginal stuff but you can improve them w/springs and an emulator in ea leg. This has been well covered 10yrs ago.
Get a manual and go to work.

Some items that aren't in the manual:

* get a 3/8" drive socket head set that includes 7mm for brake calipers
* run a tie down strap from the center stand around the engine to prevent the motorcycle falling forward off the stand
* insert wood wedges between brake pads immediately after removing calipers; don't risk piston ejection
* a bit of WD-40 on the fork tube clamps plus a bit of spreading with a thin chisel to open the clamps makes fork tube removal easy
* since you are doing this for the first time, have a friend ready to catch the fork tubes when they slide down
* use a good 3/8" torque wrench especially on the 4 axle clamping screws
* I like 450ml of BelRay 10W fork oil; your riding preferences may require different amounts and weights

I'll say it nicely.  You need to maintain your motorcycle with a bit more seriousness IMHO.
