It’s only flat on one side.  I wonder if this bike hit something and did an endo.  That’s a lot of damage.

Not sure I would trust that frame.  The steering head took a big hit.  If it isn’t tweaked, it surely is a candidate for a fatigue failure.  Looks like parts to me.
