I don't know anything about this bike, I just saw it & thought I would pass it along. If it was closer, I'd be checking on it. Let me know if it's legit.

Ya, there is no way of knowing why the guy has been out of work so long. It could be one of a 100 different reasons, some sympathetic, and others not.
But that is cheap motorcycling! 1.2K and maybe a few hundred or so to sort it properly (assuming it has the hydro warranty fix) and you could ride that bike the rest of your days.

Ya, and certainly would at least give him the asking with no haggling. Haggling the price on that bike would be sinful!.
