I'd go to $2k, but it doesn't sound like he wants to dicker.

$3300 for a non-runner convert (in a hideous color!) is a bit steep.

I've wanted a Convert for a some time, but haven't run across the
right combination of price/availability/funds/etc.  yet.

I agree, that way too much money for that non-running turd! If it were 100% unmolested original, maybe, but not that bike.
