Title: Eldo fork question

Pulled the speedo cover off my 1974 Eldo so i could replace the fork fluid, i noticed the top plugs have a threaded hole on top....should there be something in there? Sorry in advance if this is a new

On civilian Eldos, rubber isolators thread into those holes to mount the (dual gauge) instrument cluster.
