Title: 4/L shoe brake plate width measurement discrepancy

Can someone with a 4/L shoe front brake tell me if their left and right brake plates are 5mm different in width , I have not noticed this before however wheel brake assembly width is almost the same as fork spacing at axle however my Borrani rim to fork measurement  is also closer to the left fork and my wheels have been spoked to dead centre , has my left brake plate been modified for whatever reason . thanks Ray

Your front brake is fine. The only issue I see is the left fork leg touching the brake dowel.
Maybe you did it right but just to be sure . 
With spindle and holes in fork legs greased:   
1°) tight screw the spindle nut WITH  the pinch bolts unscrewed.   
2°) actuate strongly the fork up and down several times.
Normally you should read about 30 mm gap on left side.   
3°) tight the 2 pinch bolts.
