Consider the paint...patina.
These things were basically throw away machines back in the home country, and could probably be found leaning against a lamp post. But they were incredibly significant historically, though. With over 100,000 built between it and the Guzzino, they essentially put Moto Guzzi back in business after the War. Without these two-strokes, there would probably be no Moto Guzzi today.
I can tell you...with the legshields and rear rack, this is one rare bird.

Just wish it had a title, can't import it to Canada without one.

Have him take it apart and buy the "parts".. then assemble it and title it as a recovery.
