Putting the rear wheel back on the Norge. That only took 50 very frustrating minutes trying to get the holes lined up even using a tapered punch for a guide. Now trying to put the break caliper back on and it won't go. It looks like the inner pad has slipped out of place? It swings freely from the hinged end and has what appears to be a lip on the other end that needs to go behind a tab or something. First how did it do that? Second, how do I get it back in place.

Did you compress the caliper piston when you removed it to give it some play?
I can't picture that exact caliper right now, but I've seen plenty of calipers that anchor the pad at one end and the other just rides on a guide.
Think of it this way, if there was a way for it to pop out, there's room for it to seat again.
But if you didn't compress the caliper piston before, go ahead and do it now carefully by hand, or with a small prytool and maybea thin plate or something against the brake pad so you're not pushing directly on the pad.
Once you've got a little play, position the pad again.
Worse case, pull the pin and reposition the pad then put the pin back in.
Not sure why you had so much trouble aligning the wheel, that's actually pretty easy. My guess is that you were overthinking it or trying to hard. If a single tapered pin isn't enough, use a pair of them get them into individual lug holes and gently move the wheel back and forth until you've got it aligned.
Most of all, remain calm in these situations, getting frustrated only makes it harder.

Page 65 look at the clip #5 in the diagram you'll see how the bottom bend of the clip is supposed to support the pad.
If a pad moved to the center slot for the disk it would fall through and needs to be repositioned back up through the slot and onto the clip's-lip.
I used wood popsicle sticks to push against my new pads with.

I believe you need to swing the pad back in, and push it in against an anti-rattle spring.
Then you need something to gently wedge the pad back in place, and to spread the pads a bit to get back on the disk.
It may be easier to pull the pin and take the pads out.
Don't forget to test the rear brake before riding off.

I tried pulling the pin. Took the clip off but the pin won't budge. Tried gentle tapping with a punch and hammer but still stuck. I have R&R the wheel before and outside of a bitch of a problem slinging holes for the wheel I had no problem at all with the brake.

If the pads are too close, you can use a couple of things to spread them, sheet metal bending pliers or a small c-clamp. Go slow and only if you are sure that is the problem. It will work. Use rags or something as appropriate so as not to mar things up.
For next time since there will be one, as the disk is removed put in a spacer and use some painters tape to hold it in place. Then it doesn't matter is somehow the lever or pedal got activated.

Just leave the caliper in place like I do.

Watched several videos and finally one of them mentioned that besides a clip the pin has a pressure collar so I got a bit more aggressive and the pin came out. Then was able to put the pad back on proper place. Have brakes. Thanks all.
