Looking at a 2000 V11 Sport. How can one tell if effected by and if recall done for transmission recall and rod bolts?

The bike would be stuck in gear and have a rod visible at the oil pan. :tongue:

Call a local Moto Guzzi dealer, or if you don't have one call Moto International or MPH Cycles, or even Piaggio directly and have them check the VIN.
If the work was done it should be recorded. I bought a 2000 V11 that didn't have the work done and it was a PITA to get it done, although Pro Italia did it for free, as the warranty is safety related and is still active, at least in the U.S.

Have a close look at the paint. You can see whether it has been apart or not..

Is this how the PC is wired into the V11 harness? Looking at this bike...I'm not familiar with the PC unit and its installation.

I ran the VIN and it came back with no recalls. I assume it means bike had no issues or that recalls were done?

Yeah, the PC just piggybacks into the harness. Normally people put them in the tail piece. Looks like the transmission has been apart, so the recall probably was done.
I can't get Photobucket to work right now.. you're looking for the short hangers instead of the regular V11S? If so, I have em.
