Title: ill handling loop

1971 ambo started handling horrible on turns,also wobble lower speeds found the upper triple tree plate crack around the center bolt ,the crack is just around the spacer that was welded to plate.Is it ok to weld back on?What is the max radial run out of a front tire .070 too much.
