If the seller has a PA title that is signed by the seller but the buyers information is not filled in and notarized PA will not release the title. Whoever buys this may very well end up hunting down the PA owner to get the paperwork straightened out.

My guess is the PA title is signed only, and the current owner never transferred it knowing he was going to flip it.

The PA title doesn't have to be notarized if going to another state, but, any PA buyer will have issues.

In every instance I have encountered PA will not release the title unless the sellers information and signature along with the buyers full name and address are printed on the title and signed in front of a notary by the seller. The signature is then and notarized legally transferring ownership to the buyer. The buyer signs the title when he gets it.  This has been the case no matter what state the title is going to.

I have heard there are ways around this procedure but I don't know anything about that
