Title: Throttle hanging up on Cali 1400

After riding a short way at low speed in first gear, I found that the engine would not return to normal idle speed, but stayed at about 3000 rpm. I can duplicate this by simply holding it at 3000 + rpm for a few seconds while stationary. Either riding off or sharply blipping the throttle returns it to normal operation.
Anybody seen this or know why it would happen?

Take it in and get the RBW demand sensor and throttle handle settings recalibrated.

It might also be related to the emissions system being blocked or a hose kinked a somewhere.
