Title: Cal 1400 - Pannier top racks - any reason not to?

Setting up for long distance touring.  Any reason not to find / fab side bag top racks for rolled waterproof bags? 

How about front tank panniers? 

I just rigged out the wife's Versys 650 and it now holds more stuff than my bike, which doesn't seem fair!!!

Thanks for any suggestions.
