You could recoup a fair portion of the purchase price by selling off the leaky, poorly metering SS1 carbs and replacing them with VHBs. The leg shields add value and if the fairing is an original Guzzi "polizia"/buffalo fairing, that would too. Saddlebags if original steel Guzzi 'bags or Wixoms add yet more value.

No title isn't that big of a deal. $150 will get you a Vermont registration and tag, transferable to a title in most states.

Not all V700s had them, this one could be late enough that it came this way from the factory.

Be aware when you buy an untitled bike from another state.  When you register a search is done on a national database to see if the bike is stolen.  If it is the bike is confiscated with no recourse for the money you spent.  Not sure if every state does this but I'll bet most do.  Don't ask me how I know.

All of mine were red /silver and only the 69 had the later covers. The 68 & 69 came w/chrome alt covers.  Mine all have titles and will run if put back together.

The SS1's add value to the bike's originality. 

The SS1's on my '67 V700 worked great.  They metered perfectly, made good throttle response and I never had them leak. That was a fine-running bike.

Yes, I did.  Don't rub it in!! lol

I REALLY liked the V700.  It ran so well.  Also, I liked the quicker steering geometry over the later models.

I should have kept it.  But, if I kept all that I should have kept I'd have my own museum - that I don't want!
