I would say so but I wouldn't want to try it.
I had a John Deere ride-on mower, with a Briggs & Stratton single cylinder engine under the seat. It wasn't revving very high so I 'tweaked' the governor to get a bit more from it - it would wheelie from a standing start in 1st gear, but the top speed was less than 10mph...

It's just an engine test mount that can move under its' own power.

When I lived in the Caribbean as a teen, a friend of my father's felt bad that I didn't have many English-speaking friends so he turned me loose in his shop. I built a go-cart with dual 500cc Jawa engines. I never did work out the broken drive chain problem...

We had an extremely talented engine/bike/car/ builder mechanic in Tulsa named Eddie Proctor who liked to create different stuff . Our local drag strip was nominally an AHRA track at the time and had fairly liberal rules , so Eddie built a drag cart using two TD series Yamaha engines salvaged from crashed race bikes . It was glorious and probably had the potential to be really fast , but I'm not sure he ever made a successful complete pass . Would have been awesome on an 1/8th mile track .
