Is there a replacement final drive that is lower geared for the 08 Norge?

No.

What do you find about the standard ratio that you want to change ?

I sometimes think about adding a sidecar, and it would work much better with lower gearing.
The bike is geared perfect for solo riding, but I rarely use 6th gear, since I am not using the freeways much. I would trade 6th for a granny 1st.

Go find a Cal EV 02, drop a 7/33 rear end in it, swap the front end for a leading link set up and than mount your hack on it. That way you get a bike that's safe and can handle the load, without buggering up the sport ride of the Norge. Just my opinion.

I'd second this advice. The CARC bikes make lousy sidecar tugs. Not only do they not have a frame cradle for the lower front mount but the swingarm bearings are inboard of the swingarm so the moment on them is much higher than it is on something *Conventional* like a Cali.
My mate Peter from Townsville has a great outfit built onto a Hydro Cali, it's a joy to drive, adjustable links, 15" rims all round with car tyres. Its like its got power steering and tracks beautifully. Like most Calis of that period though it needs a new fifth gear....
