As long as you go through and figure out how they test and why. For example, they note that every helmet they test meets the European standard. When you see a 'lower' rating then it is simply that the helmet did not do as well at a higher velocity than what other standards groups use.

Since the website is a British government site, it's quite understandable that they would only test helmets that are certified to the European standard. They're focused on what can be bought and used in their area. Non-government organizations have good reason to cast a wider net and make comparisons that span different standards.
