Some years ago I was following my riding buddy on the interstate through Salt Lake City after dark, in a construction zone, in a light rain. I was shocked by how hard it was to pick up the taillight of his BMW in those conditions, and I found myself constantly tapping my brake to show drivers behind me that I was there. For the next road trip I plastered 3M reflective tape strips on my panniers... leftovers from my sailing days, normally used on foul weather gear in case you go in the water. On my new Stelvio I put large black adhesive panels on the panniers. I bought 8 x 11 sheets and cut them to fit. These are really nice, for they are black, yet light up at night, in the light from headlights. There are some places that sell the reflective material for specific bike applications.

The best-known brand for this material is 3M Scotchlite tape, available in a variety of colors, widths and lengths. Amazon and eBay as well as other sources have a number of offerings. As Lee mentioned, some enterprising types have obtained large sheets of such material and created cut sheets to match various target applications (such as panniers, etc.).

The rear of my V7 panniers and top case is well covered with the black reflective film. I bought the larger sheets and cut them to fit. Way cheaper than buying the smaller precut pieces. Been doing this to all my bikes for a few years. The Calvin got an led tail/turn/stop strip that is 14" wide. Works well.

Walmart sells the super reflective red and white tape truckers use. I cut up pieces of that for my BMW GSA.

I installed a Volo Light license plate frame - it has LED lights that are activated by an accelerometer. They flash when you back off the throttle and flash faster if you are breaking hard. No connection to the brake light. Works day and night.
I believe Skene Designs has lights with this option now.
