There was a bicycle shop in Hagerstown back in the '80s that carried the Derbi line of mopeds for a while, and had one of those on the showroom floor. I remember it being rather pricey compared to the Safaris, Garellis, Batavus and others.

In England a 'moped' had to have working pedals up until 1977. In '77 they changed the rules, no longer requiring pedals but restricting the speed at which they could travel to 30mph.

Prior to '77 some of the 'sports mopeds' such as the Yamaha FS1E or 'Fizzy' had fold away pedals that acted as footrests and they were capable of 60mph. 'Nanny' decided this was too fast and so brought in the 30 limit, I suppose the doing away with the pedal requirement was a small concession to spoiling our fun.

The value of old sports mopeds has gone through the roof as they are still legally a moped and so can be ridden at 16 without a full licence - of course no-one mods modern ones to get similar (or greater) performance...

Ever since the laws/restrictions have got ever tighter; reducing the capacity of 'L' plate eligibility from 250 - 125cc, restricting 125s to 10hp (IIRC), making test harder, increasing the age that you can ride a large bike etc...

Check out Motoped, very cool mopeds, including a Black Ops version. They're renting these out in downtown Buffalo on the waterfront.

Some bureaucrats have a gnawing fear that someone is having fun doing something that they are afraid to do.
 So they pass laws.
