It's called a scam. 

1. no production quads for the street.
2. 2015 bikes are fuel injected so no carb.
3. If it were a real ad, they would be asking way more than $8k.

Respond to them and be prepared to find out that the bike is in storage somewhere and they are overseas and will take ebay for payment and are a widow in the military.

Its a Volkswagen Type 181 affectionately named "The Thing" for the US market.

 This contraption has been for sale quite a while now . Either the owner is unknowing , or this is a complete scam . We had a previous thread about it .

I doubt it is legally streetable.  As a 4-wheeler it would have to follow automobile certification standards, and this one won't pass -- at every level -- equipment, safety, EPA . . . So it's a fancy golf cart.

There you go.  Also no pic of the rear that might have shown a license plate.  That's one reason folks build trikes instead of quads.  A homebuilt trike can be licensed as a motorcycle (in some states only if tandem, and in Texas not at all), which get us around a lot of the equipment restrictions, although they still need to meet the epa for whatever year the VIN states.  That means that this rig wouldn't pass on the carbs and exhaust even if they did get the other equipment certified.

Since there's no claim of a title or registration, I'm guessing that the paperwork is probably the provenance for the components used in the build.  I had to show paper for EVERYTHING I used to build the trike.  If Donna, the license lady, pointed at some widget, I'd best have a piece of paper to go with it.  However she wasn't interested in if the rig ran or stopped -- only that there was paper for all the bits and the mufflers were OEM for the engine.

I don't think I've ever seen one that wasn't covered in rust patches.
