I certainly would like that 5.9 gallon Eldo tank on my Bassa, which will only take 4.7

They look like Craven saddlebags.

It�s a California Vintage with an Eldorado tank/sidecovers, solo seat, early windshield, Craven panniers, painted/striped fenders, and an old style taillight and directionals. It seems like it would be a pretty straightforward job to reproduce this look...

The tank looks like a Loop tank, but is much larger, so likely either an extensively modified Loop tank or custom-made item. Sidecovers are custom-made also and sort of resemble the Loop battery covers.

As Antietam posited they are indeed Cravens. I just ordered a new set of Craven's for my V7iii and mounted them on the bike using Hepco Becker loop brackets and Touratech puck style hardware. Bike is still on the lift. I got the Comet bags which are top open. Nicely scaled for the V7iii IMO.
Google craven industries motorcycle and the should come up.
I really like the bags, nice thick real fiberglass. Looks exactly like they were made in 1965. The Craven folks were great to deal with. The postage was so minimal I thought they made a mistake, offered to pay more, but was declined.

The solo seat is bolted down, foiling easy battery access. Exclusivity comes with a price...
