Title: Q? Does a 96 Cali have a rev limiter?

My buddy has a 96, with a broken tach.  I told him not to worry it has an electronic rev limiter, so he's not going to blow it up by over revs for lack of a tach.  But I'm now wondering, am I correct?

It doesn’t have a rev limiter.

RPM's on the map stop at like 8200rpm, he can't go far enough to blow it up.
