1976 T3 turn signals worked in fall of 2017 but don't work now. I have done the following using a multimeter: (1) set it to ohms with ignition off and got continuity to earth/ground on the two connectors, one showed zero and the other didn’t (on both left & right sides) – neither showed infinite resistance. (2) Switched meter to volts, turned ignition on and turned signal switch to left signals and then to right signals – checked voltage between positive lead in the socket and earth/ground (in the socket) and got 10 volts both sides (I was baffled, should have 12 volts). No breaks indicated in either positive or ground wires. Also no shorts found. (3) Checked all 4 bulbs – all were good. (4) Changed out flasher relay – still no turn signals. Somewhere there is something chewing up 2 volts. Any suggestions would be appreciated.
Thanks,
Ted

Do they come on at all?

Bad flasher or flasher wiring.

Bad flasher indicator lamp?

Ted,
Test the voltage from positive lead at socket as in step 2 to negative at battery terminal instead. If this reading is now at full battery voltage I suspect a poor ground return path is the problem.

I had a similar problem with my '75 T3 which, to cut a long and frustrating story short, was cured by running an earth from the turn signal bracket to the frame and ensuring all the signal mountings were tight.

Thanks for all of the suggestions - I will try them all. In answer to one question ("Do they come on at all?") - none of the turn signals come on at all. Thanks again.

I just fixed the same problem on my convert turns out it was the wire on the fuse block the connection was tight but it was so corroded it was high resistance open no voltage at all move the wire wiggle it around and guess what turn signals work and my bike the way it was wired it's on the left side of the fuse block the blue wire towards the bottom good luck

For troubleshooting you can short out the flasher, this should then make the lamps come on full not having to wait for the flasher contacts to close.
Select Left or right and trace the Voltage relative to chassis
Should have 12 Volts at the flasher and each lamp
Zero on the ground wires
