Fuel Tank Vent valve

I removed my fuel tank (2013 V7) to upgrade the fuel filter and have just a few questions for the better informed (than me).
The blue valve in the vent line from the tank to the cannister will flow air in both directions. When applying suction, it makes that moaning sound that the bike makes when parked after a ride.

1. Is this normal operation? I presumed it was a one-way check valve, but maybe not.

2. I ordered some of that blue fuel line along with the filter from MG to replace the section of fuel line from the pump to the filter while I have it out. Is that wise?

3. Not fuel related, but: My 2013 shop manual doesn't mention head bolt torque values, or I'm too dim to find them. For the two 10mm hex bolts on the bottom, I've read on this forum values of both 18 lb. ft. and 32 lb. feet. Big difference! Can someone confirm with certainty which is the correct value?

4. I snapped the T-fitting while pulling the tank up just a few inches. I am fabricating a $17 solution which I'll share pics of when done. If i bugger it up, i'll order the fancy $166 thing from AF1.

As I recall the two small ones are 18 and the big 32. do them this time and forget them for 50000 miles.

I also read about 18 foot pounds for the lower two bolts but it turns out there was a mistake in the early 2013 shop manual. The actual value is 31 foot pounds for all four of the larger fasteners. Makes a lot more sense that way. Thanks for the response.
