Right or wrong, this is how I do it-
On my 4 shoe brakes or any 2ls brake panel, I remove the actuating arms and clock or reinstall them at a different spline position- usually just 1-2 splines different- as needed. You may have to turn shaft a little with pliers to get the right position. The arms on a plate should be approx parallel to each other, not skewed.
When done properly, both arms & actuating cams will be synchronized for shoe/drum to make contact at the same time and have approximately the same cable adjustment potential on each side with arms in the desired position to each other on the same side & between sides. Different thickness of lining material requires adjustment. It may take a few rounds of install/remove/adjust/reinstall to get it all right but after its done the brake will work much better. I like the shoes to make contact as soon as the arms move so I have a full lever or pedal of brakes, with plenty of cable adjustment possible.
If the splitter or dog bone is off center, the cable closer the the lever will do most or all of the braking. No good. It needs to be perpendicular to each cable. Mine was missing when I got my V7 Sport, so I made one.
