For towing suspension/shock advice?

Hey guys, I have a 1998 Subaru Legacy outback wagon battle truck of the apocalypse that I use to tow bikes and a small trailer when needed. I never tow more than about 500 pounds back there so I’m not putting a lot of stress on the suspension; however, even before I had the hitch installed I noticed that the shocks and suspension back there was pretty bad. I can literally watch the rear end of the car lower as I put a full tank of gas into it. With a trailer and a bike back there it bounces and lowers even a bit more. Just asking here for advice on how to improve that. I’m not sure whether the car needs new shocks new springs struts whatever, andI’m also a little budget conscious since the car is quite old. Any advice is much appreciated. It’s not dangerous or terrible when I tell things it’s just a lot more bouncy and questionable than when I used a towel a bike and trailer with my SUV.
