Fair Price?  No.

Have ridden and worked on a few T5's. Find them less nimble that the T3's. They perhaps have more rake in the steering, longer CAL frame?....dunno.

16" front wheel?

16" front wheel?

They have, I think, the mid length swingarm, with a "bent" LHS tube, and yes, they all have 16" frt wheels. Only the Series III has an 18" rear wheel; series 1 and 2 have 16" rear. Despite the 16" frt, it is  a 90 series profile, and with 38-40 psi pressure many find the stability fine. The 18" rear, 90 series profile, helps this too. All Series III's have a Lispa strg dampener, the usability of same being so-so. Not sure the bike really needs the Lispa.
