I never tire of watching this

Watching isle of Mann, Ulster and similar road-based courses are probably my favorite videos to watch anytime, both for audio and visual.
I’ve always wondered about the most serious riders, as well as the local/regional governing body.
I assume the serious riders must spend a lot of time, maybe living there for extended periods, to ride the roads non-stop to memorize every detail? It would seem very hard to learn them so well any other way. I know I used to have certain distances of more interesting local surface roads extremely well-memorized for the best riding/driving experiences. Does someone here know more?
I also think and wonder about the perpetual investment and maintenance of the actual road surfaces by the responsible entities. Is it funded, at least in part, by some manner of tourist-oriented hospitality or accommodations tax? Seems like the road surfaces are usually in generally very good shape. Maybe the climate is mild enough to not be as much of a detriment as other geographic regions, but after years involved with local city council & serving on planning commission, it always makes me wonder how the entire course is maintained & serviced to seem so consistent.
