The two times I have re-installed air boxes on my Norges I have struggled. So that I can find the procedure next time, I thought I would share a method that worked this time (after a couple hours of fondly remembered struggle).
First force the air box and boots down into the frame. Make sure that the breather hoses in the front don't interfere with the fit.
Then push the boots down so that they are in the right position with respect to the throttle bodies
Now thread the bolt that normally holds down the gas tank into its thread using a 3/8 inch drive socket as the spacer. You might have to jockey the air box and the boots a bit to get it to line up. Tighten it down so the air box is in what will be its final position.
This puts the boots at the exactly the right position to be forced onto the throttle bodies, using a screw driver if needed.
Tighten the clamps.
Remove the bolt and install the gas tank.
