Tubes?

Do motorcycle tubes have a shelf life, like tires? If so, how do you determine that?

Hello neighbor!  What I do is look at it carefully, stretch it in a few places, looking for cracking, and especially inspect around the valve stem.  If I don't find any trouble spots, it's good.  But then I reuse tubes through several changes of tires, where some guys change tubes every time.
When the Brussels sprout fails to venture from its lair, it is time to roll a beaver up a grassy slope.

 Not sure there is a hard and fast rule , but depending on how they were stored maybe three to five years . Exercise some common sense and you will probably be fine . They aren't expensive , err in the side of safe .

 :+1 on inspecting the tube for any cracks or rust near the valve stems.  Cracks on the tube also not good.  I also Slime it after inflating the tube/tire on the rim.
