Fork compression damping California EV

Hi, I've been having some handling problems on my EV and have been working my way through the usual suspects. Replaced the head bearings, checked all the alignments... I've got to checking the forks and replacing the oil - which was filthy. I am concerned that the compression fork only provides resistance through the last 3rd of the stroke - and it only pumps oil through the top valve in that last 3rd of the stroke. It appears to me that the fork is providing no damping most of the time. I've cleaned everything and reassembled but no change.
This can't be right? ???
Any advice would be much appreciated.

My EV is the 04 model and the front end would twitch alarmingly, when heeled over in fast bends with an imperfect surface. Icon, down near Albury somewhere, sold me some 10% heavier fork springs and I have not looked back.
If you want to go a cheaper route, you might try heavier oil. Have not tried it myself. Good luck mate ;-T

Thanks for the tip. I've cleaned the components and reassembled again - I think the top collar on the cartridge was not fitting tightly enough which Iooks like it would reduce the pressure when the fork compresses. I'm gonna have a test ride tomorrow after replacing the rear tyre and see how it goes!
